PM Modi didn't address the British Parliament and rather gave speech in one if the halls of the House of Lords.
The Truth - Modi addressed UK's parliament in the Royal Gallery, 

as neither House of Commons nor House of Lords can accommodate 650 MP's & more than 800 Lords.
History - Chinese Premier Xi Jinping and US President Barak Obama did not address British Parliament in the chambers either for the same reason'.
